October 21, 2025 -- The City Council last week approved a new policy that waives fees, streamlines the process and provides City support for more than a dozen annual community events.
Approved unanimously on Tuesday, the new policy for Signature Events reduces "uncertainty for event producers" and ensures "equitable access to city support, City officials said.
It also underscores "the essential role events play in the city’s culture, identity, economic vitality and community connectedness," officials said.
To qualify, an event must take place at a city-owned site, be produced by or benefit a nonprofit organization and be free and open to the public, according to the policy.
It also must demonstrate an annual presence in Santa Monica for at least three years; provide cultural, social, recreational or economic benefit to the community, and support "local business participation and visibility."
A total of 14 annual events currently meet the criteria to be designated as a "Signature Event."
They include events at the Pier and the Promenade, on Main Street and on Montana Avenue, as well as the July 4th Parade, Festival of Chariots, Ice Grand Opening Day, Westside Unity Classic Car Show and the Veteran’s Day Ceremony.
“Our community events are at the heart of what makes this city vibrant,” Mayor Lana Negrete said in a statement after the meeting.
“This new policy makes it easier for organizers to keep doing what they do best -- bringing people together and contributing to our local economy.
"By streamlining the city’s support process, we’re removing red tape and helping these events thrive.”
The Recreation and Parks Commission will review the list of Signature Events annually and "add or remove events based on a coordinated review process," officials said.
"This includes a process for appeals should an event petitioner wish to appeal a decision."
