Registered Sex Offender Charged with Assaulting Two Homeless Women

September 20, 2021 -- Los Angeles County prosecutors filed sexual assault charges Friday against a registered sex offender who attacked two homeless women on Santa Monica Beach this month, according to police.

Jarvis Mathias Newman, AKA Marquis Perkings, a 26-year-old male, was charged by the District Attorneys Office with assault to commit rape and sexual battery after allegedly preying on the two women while they slept.

The first victim met with officers on September 12 and told them that a few days earlier she was asleep in the 1700-1800 block of the beach when she was "awoken by a male that was touching her vaginal area over her clothes," police said.

"The victim screamed and the suspect walked away," said Lt. Rudy Flores, the Police Department spokesman.

The victim provided police with a description of the suspect, noting that he "had a distinctive gap in his front teeth."

Three days later, officers were dispatched to the area of Ocean and Colorado near the Santa Monica Pier to investigate an assault.

The victim told them that she was asleep in her tent on the 1200 block of the beach at around 4:30 a.m. when a man "woke her up and began to make small talk," Flores said.

"At one point the male attempted to shift their conversation to be sexual in nature," Flores said.

The man then "attempted to grab the female around the neck and take off her clothes," he said. "The victim screamed and was able to fight the male off her before he fled."

The woman described her assailant to police, who observed a man near the Downtown train station matching the description, Flores said.

The victim positively identified Newman as the person who attacked her, Flores said. During the investigation, officers learned Newman was an active Registered Sexual Offender.

Detectives followed up with the victim of the first incident and she also identified Newman as the male that assaulted her, Flores said.
