Implement LUCE Now

As we all know, the LUCE recognizes the inter-connected nature of our City. Area plans and development agreements are tools to improve and preserve the quality of life for all who live, work or do business in Santa Monica.

The Wilshire/Montana Neighborhood Coalition has endorsed the LUCE, including the requirement for community process to achieve public benefits if a development exceeds 32 feet.

It is important that provisions of the LUCE become effective as soon as possible. The interim zoning ordinance is a very important first step. We need immediate protection of development agreements for LUCE Tier 2 and 3 projects. Because coordination of downtown development is crucial to successful integration of the Expo Line and to traffic circulation, development agreements should be required for all downtown projects which exceed 32 feet in height.

Santa Monica is a very desirable place for development. At this time, there are enough pending downtown projects to make LUCE goals very difficult to achieve if they are allowed to proceed without public review. We need to ensure that development be coordinated to foster community goals. All projects which have not yet received all planning entitlements or a vested right to proceed should follow the rules of the LUCE.. Failure to apply review to major pending downtown projects, starting now, could seriously hamper the balance necessary to make the LUCE work.

We urge adoption of an initial interim zoning ordinance consistent with recommendations in the staff report.
