September 6, 2018 -- Two separate mental-health-related incidents -- a suicide and a man who refused to climb down from a tree -- shut down parts of Downtown Santa Monica Wednesday.

In what was a gruesome suicide, a man was decapitated by the rope he used to hang himself in a Santa Monica parking on Second Street at around 12:40 p.m., according to City News Service.

Several witnesses said they saw the man jump from the seventh floor of parking Structure 4 on the 1300 block of Second Street flanking the Third Street Promenade.

Less than half a dozen blocks away on the 1500 block of Fifth Street, a man climbed a large tree at around 9:45 a.m. and refused to come down.

It took police and fire personnel -- along with staff from the the Los Angeles County Department of Mental Health – several hours to talk him into coming down.

Police said the man had “obvious mental health issues” and began tossing branches.

He finally turned himself in and was taken to a local hospital for evaluation shortly before the suicide took place.

The two north/south streets were shut down for several hours and reopened in the afternoon.

The incidents took place several blocks from Helpguide.com, a Santa Monica-based guide to mental health and wellness ("Santa Monica Site Helps Those Battling Severe Depression," August 13, 2014).
